I have some Old Glory Ships, with the intent to get some smaller boats, crews, etc from Langton, which just leaves me with the question of Rules. I have a copy of Thoroughbred's Sea Eagles rules, which I was using with cm instead of the prescribed inches, but was looking for other suggestions as well. I've never played Sea Eagles with more than one ship per side, and never with any ships as large as 1/300 permits(Still working on my 1/100 Victory, whose ship data sheet is going to need an additional side just for guns). I'd appreciate any suggestions!

What level of detail would you like to see in the rules?

My current favorite for small actions is Post Captain. It has a great deal of detail and covers a huge range of possible actions and effects, so it makes for an exciting game even with just one ship per side. The stories that come out of the games read a lot like actual after action reports.

If you would consider playing on a hex mat, Close Action is a great one, and has the wonderful (to me) feature of simultaneous movement. That really makes you try to analyze your opponent and anticipate what he is going to do.

Hex mat….. at 1/300 an SOL is about 8" on the waterline, so hexes would have to be huge.

Wooden Ships and Iron Men (OLD AH game)? Would work well with 4" hexes (long range is @ 10 hexes IIRC)

^That's exactly the problem I'm running into. Hexes are essentially out of the question, given their ludicrous size at that scale.
I've never read much into post captain, although BGG seems to think it's a solo game. I'm trying to find something playable with anywhere up to 3-4 ships per side, with multiple players if need be.
I was looking at Squadron Commander by Captain Games, but it seems to have disappeared off their website, despite coming out a couple years ago.

EDIT: Apparently Captain games announced a KS for a reboot of their naval rules, also called 'Post Captain', in early december, which is likely why Squadron Commander is not for sale.

You could try:

Osprey's "Fighting Sail"

"Signal Close Action" by Rod Langton

Both sets are suitable for small actions of 3-4 ships per side

I've still got a copy or 2 of "Don't Give Up The Ship" from 1975, they could be copies (I've been told), but great rules, copies or not. Cheap too! $17 USD includes shipping. See here, these are the exact set I have:

Another vote for Post Captain. The rules are specifically aimed at small actions. It has the right amount of detail with a movement system that allows for the maximum variation in ship sailing qualities. Had a game not too long ago that pitched a small ship rigged brig against a fore-and-aft rigged topsail schooner that starkly showed the differences between the two rigs. The rules cover just about everything you'd want (large ships, small ships, gunboats, cutting out actions, etc).

Can Post Captain be easily scaled up to suit ships so significantly larger than 1/1200?

Post Captain (which is not a solo game) uses true ground scale for whatever scale you are using. You would just have to resize the gauges.

The game comes with 1:1200 and 1:2400 scale gauges in the back, with sets for other scales downloadable from the company's site. You could just take the 1:1200 gauges and print them at 400% for 1:300.

I found the correct entry for ODG's Post Captain on BGG after some digging, and I've ordered a copy.
The mechanics built in alone look fantastic, and can surely make the rules worth it, even if I just wind up repurposing my Sails of Glory figs for use with it, or using the other tiny OG ships.

There are loads of 1 on 1 scenarios with small ships as well as larger actions for Post Captain free to download on the ODGW site.
