I have looked everywhere but I can't seem to find any figures for German Forward Observers for the early war period in 28mm. I have found them for the late war but not early war. Did they not use them in France 1940?

Can someone help me out?

If you buy the BTD MG34 HMG teams ( link ) You get a very nice prone observer wearing a side cap and with an mp40 slung. They also sell a commo infantry pack: link

Yes, any old figure with a pair of binoculars will do the job.
