Oh good stuff. The bottom panel of the Justinian image at 2, are we seeing Goths, Persians, Africans and Indians? Also who is the gal beneath the hooves with, I think, a cornocopia representing? I presume that is Nike with the wings.

It has been suggested that the bottom left 2 figures, and the one behind Justinian, may be Germans in the Roman army – with decoration on tunics and trousers. 2 Indians to the right. The woman below the horse may personify 'Earth'.

I'm thinking tribute bearers and that we are intended to read this as due to Nike's favour, ie victories, Justinian strides the earth and receives tribute from its peoples. Just a thought and I could be wrong about Nike perhaps it is an angel Justinian being a Christian Emperor.
