I am having trouble finding suitable Polish infantry figures for the Soviet-Polish war of 1919-1921. I know that they wore a variety of uniforms. Would the Russian Shock troops, the Harlem Hellfighters, and some of the German infantry from Brigade Miniature's World War I ranges (suitably painted of course) work for good substitutes?

Russian ,German and French figures can all stand in, as they had an amazing variety of kit.

Look for militia type figures (common in RCW and SCW ranges) as well.

In what scale? Siberia Miniatures does Poles for RPW in 28mm: link

I used WWI Russians in greatcoats -- the Poles wore the army uniforms they had left from WWI. Early War British might do as well.

Often they wore their old uniforms with the distinctively Polish, square chapska cap substituted for the headgear, so if you can find separate Polish heads somewhere…

Tsuba (carried by Empress) makes some Germans worth looking at. In addition to the other countries mentioned, Austrian uniforms work for the Poles as well.

I've ordered from Siberia Miniatures before (i'm in the UK), and they arrived no problem at all. Very nice miniatures, I got the dismounted cossacks.

I just put on a 1920 Polish-Soviet War game at Fall In. As others said, the Poles had a wide variety of equipment and uniforms so I've used Copplestone, Brigade Games, and Old Glory WWI figures. I also ordered some stuff from Siberia on a couple of occasions and never had a problem. In addition to individual figures, Siberia sells heads wearing distinctively Polish headgear, like the rogatywka and maciejowka hats. I converted some Old Glory WWI Germans to a Polish unit using these heads. There's some pictures from the game on my blog:
