So when painting the Warlord 28mm Stuart, there are some spare treads on the turret. Do you paint them the same color as the tank, or gunmetal like they're ready to use?

I'm assuming that since the tanks get re-painted in the field, they'd be mostly the same color as the tank plus the extra dirt and grime they'd pick up, which a nice pin wash should provide.

I go black oxide with maybe a hint of steel on possible wear sites.

Gunmetal, wash with rust, dust and grime.

It depends where they got the track links from and how long they'd been there. If cannibalised from a wreck, they are going to be a bit battered. If fitted at the factory/depot, they are going to be newish and maybe also painted.

Tanks get pulled in regularly for routine maintenance at regimental HQ workshops where they check the batteries, overhaul the radios, change the oil, fan belts and coolant and repair any battle damage: they also get a once over with the the spray gun, so whatever color the spare links started out as, they would be olive green in a few weeks

They aren't 'spare' treads, they are track grousers used to improve flotation in heavy going (snow, mud, etc). So they aren't cannibalised from wrecks, they are part of the standard equipment of the tank. Obviously the state of wear depends on how often they have been used and if left stowed there is a possibility of them being oversprayed.
