So,

1. "Complete loonies" (tongue in cheek) should every viking army have a whole unit of berserkers?

and…

2. Should there be several uniformly equpped units of "falxmen" in a Dacian army – the others left to just regular swords and sticks ?

War gamers like to impose uniformity, even where none existed.
AND we like to field anything that was mentioned in source material, however fleetingly and unsubstantiated.

Bezerkers? If you buy the idea that there were cult-like groups of them, such as the 'Ulfhednar', then sure, a small unit.
If you're more of the persuasion that the term refers to specific individuals – I think it was WAB that called for a test when a unit got within charge range of the enemy. On a successful test, the unit contained a bezerker, who promptly charged and you diced to see how many hits he caused on the enemy before being cut down.

When we played DBm & DBR, I used to field the Caber Corps.

It was used in armies that could field Psiloi(x), which are "…armed with incendiaries, corrosives or biologicals such as Greek-fire siphons, hand-hurled naptha bombs, Chinese fire lances, quick lime or hornets' nests."

This is one of the most pernicious problems with Imagi-Nations. Being one of the foremost evangelists for Imagi-Nations I see it all the time. People often get into Imagi-Nation so they can build killer armies. What's amazing is that they don't see it! "My Imagination is called Brussia, and it is led by a military genius who gives his troops +3 in everything and it has Old Guard Grenadier Infantry, Mongol Cavalry, (armed with bows that outrange a recoiless rifle) and Franco-Prussian War Artillery, and always has 150% superiority in numbers over its opponents on the table top. (After all Phloebrick the Totally Awesome is a military genius!)

I'm exaggerating of course but not by much. They never see it.

Wargmaers love to accrue every benefit to their own side and still believe they are military genius'.

I blame the rule writers and worse those that make figures for there rules. They bend ther points system so that super weapons exsist and so find a reason to get folk buy a new figure. In reality they rarely swing the tide of battle except in unique circumstances and not in a typical battle as represented (hopefully) in a wargame.
