I-94 Decals and Dave is a great guy to work with.

Dom's Decals has a lot of great stuff but concentrated on the Brits and Commonwealth. He has great details but can get backlogged at times. Not enough to prevent me from ordering but don't expect 3 day delivery.

I haven't had any issues other than time for ordering from Heer46, he has lots of German and a few Russian decals.

Justin Model Dad's also makes some decals, but those are more for terrain than for vehicles. Some actual German and Russian maps, plus graffiti and street signs.
