Brian, many Chinese companies do packs of 1/100 plastic civilians for model railways or architects models, either unpainted or part painted. They're relatively cheap, a few dollars for 100. They'd be easy to paint as doctors/nurses.Search ebay for 1/100. Alternatively Peter Pig does some nice civilians and nuns, who could also be useful |

Rebel minis had some stuff that might work. their Civilian, Men in Black, and government types specifically. but look around their site they have several things that might work with the right paint job. |
