Infinity is the best for small scale skirmishes. It can be scaled up using the fire team rules but will still function like it has 20 or fewer models on the table. I guess if you did that it would top out at about 40 models a side.

It really is a spectacular set and, once you get the hang of it, is pretty simple to play if you want it to be. However it has many layers that can be added to it with the different models and their abilities.

My house rules cover psionics and robots.

I also have rules for abstract movement and combat under a city, based on Squad Leader.
