Ostfront has early war lists for all the factions involved, but might be a bit larger in scale, smallest unit is the platoon, I'm guessing you're looking for more of a skirmish style game? Perhaps Battlegroup? Either way the Ostfront rules are here: link |

The lardies Ain't Been Shot Mum may work. It's company level and they have a scenario supplement for Sealion for that ruleset (but adaptable to other sets). The supplement is worth reading even if you don't go for the rules. link |

I would think any skirmish WW2 rules would work. What would make the game any different, other than needing to write up stats for any home guard or civilian militias you might throw in the mix? IABSM is one, Nuts! is another, Operation Squad, Ostfront, Disposable Heroes, etc. etc. etc. |

Chain of Command. There's early war German lists for Heer and FJ and Early war British lists. There is also a set of Home Guard lists available that I rather like because I wrote them. |
