Attempt the Second

I am looking for a set of skirmish/quasi-skirmish rules for the early period of the war. Something where the basing could be up to ten infantry figures on a base, with figure removal for casualties. Weapons are differentiated between rifles, MGs, etc. Maybe rules for armored cars. Morale and quality included.

But really, small scale infantry combat. Not locked into the basing system. I could go individually mounted, but I love the concept of the Van Dyck mounting offerings.

Here is how the figures would be mounted:

I think chain of command would work. Maybe take a look at the two fat lardies forum and see the army lists. You might even ask if sharps practice might work.

You could try Osprey's new "The Men Who Would Be Kings" rules. While designed for colonial gaming they probably could be modified for 1914. I am looking at rules to use for 1914 too and found "Tommy and Fritz" rules created by wargamer "Silent Invader" on his blog that look quite good and are intended for 1914. Google "Tommy and Fritz wargame rules".

There's also a WWI variant for TFL's Chain of Command.

I'd also recommend Too Fat Lardies "Through the Mud and the Blood". They will fit your requirements perfectly.

The WW1 variant of Chain of Command is also very good but probably works best for the latter half of the War.
