Does anyone know of a medieval style of fantasy rules that has "kindness" as a character attribute, or as a strategy for gaming in it?

No, but I think it can be subsumed under the "Charisma" heading. While a charismatic person might not always be kind, it may be the case that a kind person is considered more charismatic by their kind acts and attitude.

I do not think that is exactly the same thing. The ethical question of the reason a person may have for stealing bread does not come, I think under the category of kindness. I also wonder about bonus' for playing "in character" as "kindness" may be something outside of the quid-pro-quo of character reward. "The quality of mercy is not strained, it droppeth as the gentle rain upon the place beneath. It is twice blessed…" and all that.

In the game you mentioned was one of the answers something like. "You go and pay for the bread and then give it to the man?"

In the mid 80's there was a Fantasy RPG (that beside the typical Strength, Wisdom characteristics) had Love, Joy, Peace , Kindness etc as the main characteristics of all player characters. I don't remember the name, but I do remember reading through it while at a friends house.

The Pendragon had a lot of soft characteristics for knightly virtues. I'm sure something like Kindness would have been in there.
