OK, I need to start a new period like I need a hole in my head, but what rules would you use for 28mm? I would like something that doesn't require units of more than 12 to 16 figures and doesn't need more than maybe three to five units per side.

Sharp Practice, without a doubt.

The obvious answer: Muskets & Tomahawks

I use Muskets and Tomahawks. Song of Drums and Tomahawks is good too, especially for very small actions.

Check out the following set of rules called Buckskins and Rangers at the link below:

battlefieldgamedesigns.com

The rules also include 320 games cards, t12 FIW Scenarios, Artillery templates, 1 reproducible game card sheet and the ability to run your games as skirmish or in units. What other game on the market can do that?

Here is a link for an AAR on the Green Jackets and Voltigeurs rules which is written by the same author:

We have a set of home grown rules we use with our 40mm FIW figures and they can easily be used with 28mm also. If you would like a copy just e-mail me and I will send you a copy. msc1d@aol.com

I would also suggest Two hour Wargames rules "Long Rifle – man to man skirmish on the American frontier".

A great set of rules, you can play solo if needed too, and you only need a handful of figures to start off with.

TSATF – I use it for all my skirmish games. I do have other rules, but these save tons of time up front.

We are going to begin a FIW project and use sharpr practice 2, but with 1/72

DOUGKL19 Sep 2016 6:23 p.m. PST

Why going to 28mm? Your AWI is 15mm and we have a fair amount of FIW in 15mm.

Just thinking of the visual, Doug.
