What exactly does a Science Officer do?
Where does he fit in the rank structure?

Science Officer does science!!!

If he's the second highest paid actor on the series, he also gets to be First Officer… unless the creator's wife is onboard, then she gets to be second in command.

But seriously, it probably would make sense to have (at least most) Science Officers be similar to military Limited-Duty Officers. They get the rank and privileges, but can't assume command in most situations.

A science officer is simply one that specialises in science. The rest is up to rank.to become a commander. You need to pass sevral command/leadership tests. So evw the if you are a humble doctor or exobilogist if you have the rank of commander you should be able to take command.

The whole specializing in star trek is odd. Lower level crewmen and ensigns seem to be able to transfer from security to engineering willy nilly.

Data is is the closest thing to a science officer on Enterprise D. Yet he wears gold. He is also 2nd officer. With only Riker and Picard above him. Yet he is a lt. Commander. So has not passed the commanders test.
It might be officers are free to to "expand their knowledge" and so data has passed some stuff that gives him qualifications to take command.

Notable that the only time CDR rank was mentioned as a requirement to take command:

-Dr. Crusher (a Doctor… and a woman)

-Counselor Troi (a medical(?) specialist… and a woman)
