'Placement on the list is the result of long consideration of characters' service to Starfleet and/or Starfleet-related causes as shown or implied during their appearances' So… on that basis an Admiral at 99… Archer basically founded Starfleet in many ways as 9, Janeway became an Admiral, no, if the criteria stated above are used this list is about as ridiculous as you can get. |
