Nice. Still trying to find a way to balance the Span-Am war myself. The old battleship Pelayo isn't going to be enough.

No, but add in the Carlos V and a few others coming to the aid of Manilla vs. Commodore Dewey and it might be interesting. Spain has nothing to contest the Cuban forces.
