So what actual 28mm rules have you actually used in 15mm if any and what modifications did you need to make.
And secondly what ones would you consider using in 15mm. I am mainly thinking skirmish rules.

I've used Beyond the Gates of Antares. It worked great with no modifications at all.

Any rules you use with 28mm you can use with 15mm. Most of the players of my games keep the distances but you could reduce them if you want, by half or even a third.

All of them. No reason in the world to change distances. Why would you need to?

I'm also planning on using Antares for generic 15mm SF.

Rogue Trader using 15mm Laserburn figures. We ended up using some ww2 figures for the orks but I'd have liked to find a more permanent solution.

Didn't change distances at all. One old "trick" you can do is double the distances and use them as centimeter.

So 12" becomes 24 cm (when it should be something like 30cm normally)

This Quar's War, played as written.

Tomorrow's War and other Ambush Alley games, also played as written.

Sadly, Infinity depends a little too much on identifying individual weapons to work well at 15mm. Can't just color-code the base edge, either, as there are too many weapons types to keep track of.

Most rules are "figure size agnostic".

Bolt Action.
