What rules out there are of a similar scale to Bolt Action, i.e. 1:1 scale, and each force is a platoon with a few vehicles/guns in support. Preferably with solo playability (and yes I know ALL rules can be played solo ;-))

Chain of Command by TooFatLardies, is in my opinion,the best set of of WW2 skirmish rules.
I've tried a number of different ones, including Bolt Action, and these are great, easy to play and they encourage historical tactics.

Chain of Command is greati n it's own right, and its dice-limited activation system should work quite well for solo games.

NUTS! By TwoHourWargames does what you want. Not everyone likes the reaction system, but it's ideal for solo play. More broadly, the rules are written for head-to-head, players vs system/ref, or solo play.

Battlegroup WW2 is my go-to for this scale. Not easy, but not hard, and several neat mechanisms that make it enjoyable and exciting.

Mein Panzer is a good set that you can add as much or as little chrome as you like. The WW2 data set has every unit you'll ever need….

Another vote for Battlegroup here! Wonderful system, beautiful layout of their books and a perfect follow-up in the q&a on the guild. Easy to learn, nice mechanics and a possibility to play from Squad to batallion level.

Disposable Heroes. I have played a lot of the rules but none combine the historic detail and easy gaming as Disposable Heroes. I don't believe there is a perfect system though. All the ones I have tried are flawed, just some are flawed more than the others.

Wargames rules for world war 2 land battles. With a figure representing one man. Company level battles with a player comfortably able to control 100 men and 10 tanks. The rules feature: Alternate unit activation, with a unit able to perform a number of different actions in a turn. Covering all of WW2 in all the different theatres of conflict. Visibility important with the requirement to spot a target before being able to shoot at it. Artillery support from on-table and off-table artillery. 5 scenarios, army lists for British, American, French, German, Italian, Japanese and Russian troops. Rules for over-watch, weather, buildings, fortifications and heroes.

I don't know how you make rules solo. But you can decide how you want both sides to play and then give orders to make that happen more effectively. After that your dice rolls will limit any changes to those orders.

It's worth mentioning that the 'reaction system' – which governs the actions of the OPFOR when using Herkybird's rules solo – can be lifted and used with any game.

Chain of Command would be best for platoon level. The activation mechanism adds a nice " Fog of War" touch and the initial recon stage can really screw you up. Has the possibility of adding a few supports, such as a gun, armoured car or even a tank, but essentially it is an infantry combat game. There is quite good online support as well.
We also play Battlegroup. That can be played from squad up to company level (or even battalion if you have a big enough space, plenty of time and several players). Onle drawback is that whilst the basic tules can be bought quite cheaply (I think there is now a pdf), you really need one or more of the campaign books to get all of the gun and vehicle stats. At £25.00 GBP a time, it makes it an expensive game, whereas everything you need for Chain of Command is in one, relatively inexpensive, large format book.
Both sets give a more " realistic" WW2 feel than Bolt Action, although BA games are fun.

Solo gaming and same side gaming would be NUTS and any THW games. Heck, just take them from the free Chain Reaction rules.
