In OHW, can a unit that is in base contact with a friendly unit to it's front, pivot to move up to the flank? How literal is the no-interpenetration in Horse and Musket and Civil War?

Strictly speaking, such a unit may not pivot. Nothing to stop you from making a house rule as long as your opponent knows too.

Can they measure movement directly sidewise or directly backward, retrograde?

Units can turn in place at the start of movement and at the end, so they can go sideways or back. It is a good reason to take the no penetration rule strictly.
