25mm is not a scale. 1/72 is a scale. A scale is a ratio of the model to the real world.

On the subject of scale. There is figure scale and than ground scale. The two are not the same unless you play a skirmish level game were one figure represents one man. In which case roads, rivers, buildings etc are the same scale as the figure. If the ground scale is different then figure scale, then I want to see all other scenery the same scale as the ground scale, not the figure. You have to ask yourself the question: do I want to create a cool looking diorama or do I want to play a historical war game? Each is Ok; just figure out what you really want.
