Take a look at Blue Moon 15s' Pirates and FIW. You will find figures in both of those figure lines that will work and even more if you are willing to do some modifying.

Also "peasants" such as farmers, drovers etc. can be found in ranges from ancients to moderns. Floppy hat and loose trousers never go out of style….
