Where can I get a 25/28 mm figure looking like classic Little Orphan Annie?

I could make hair if I can find a little girl in raggedy clothing like the cartoon strip portrayal.

She'd make a great Pulp character! Thanks for tips!

If you can find one, at least you won't have to paint the eyes in! ;-)

Not raggedy clothing, but if you can sculpt the curly hair, this one might work for you -

There is also a little girl in the Pulp Figures "Delancy Street Characters" pack. She too would need her hair restyled:

Possibilities, yes. I've already got the Delancy Street set (and painted them up) but Lillie Poots (har!) has possibilities, if nothing better turns up. But she'd need a lot of conversion work.

Yes, Zephyr1, the blank eyeballs is a plus! (I would certainly paint her that way)

So do most wargamer painters.

Ya know, a DM/Game Master/Keeper with a twisted sense of humor could really send things off on a tangent using this premise.

Shadows of Brimstone has an Orphan class character. Again--hair's not right.

This Reaper Miniature Wild West Dorothy might work and you could have a small version of Sandy too!
