In this universe, the Russians and the Japanese managed to work out their differences without going to war. But not before the Russians moved considerable portions of their army and navy to the Far East.
So…with lots of troops and warships available in the North Pacific, the Russian government has concluded that this would be a good time to press their claim against the USA for the return of the Alaska Territory.
Other "Adjustments":
Because everyone wants to see how the last generation of armored cruisers and pre-Dreadnought battleships would fare in fights against their own kind, I decided that any ship which appears in Conway's All The World's Fighting Ships 1860 – 1904 would be considered when I was drawing up the OOB for this campaign. So, the Americans might have access to the Pennsylvania and/or Tennessee class armored cruisers and Connecticut class battleships. The Russians might have either (or both) of the Ruriks (1892 and/or 1906), Bayan class armored cruisers and/or Andrei Pervozvanny class battleships to go along with all of those ships that took place in their historical war with Japan.

Another possible "Russo-American War of 1905" scenario might involve a Russian fleet steaming for Hawaii to restore the Hawaiian Monarchy and reestablish a Russian presence in the Hawaiian Islands.

You could also have Japan and Russia form an alliance with the understanding that Japan gets the Philippines. Could make things more interesting.

Only 7 years after Spanish-American War, so could move that up to 1905 and have Russia or Japan use it as an opportunity to intervene.

I know it is alt-history but of course the Russians sold Alaska specifically to avoid fighting a war over them. Hawaii looks a more likely scenario.
