I think that conversion was on Captain Kobolds blog, but he is such a prolific poster I'm not sure exactly where. Somewhere in his 2015 'One Hour Wargames' frenzy I think: link A very similar mechanism is in Neil Thomas's 'Simplicity in Practice' rules in Battlegames issue 23.
