I received a painted unit of 36 Perry Continental plastics from one of my friends. The figures are in Firing/Charging positions and are painted in blue coats, red facings and white small clothes. All of the troops are wearing cocked hats, with white tape adorning the edges.

I'm thinking that a good Pennsylvania Unit during the Philadelphia Campaign would be the way to go.
Looking for a fighting unit that was nicely outfitted.

Any suggestions?

1st or 3rd Maryland?

I'd say 2nd Pennsylvania, just off the top, without delving into any books, notes, etc.

If I recall, I think the 7th also wore blue faced red. Not sure about white tape on the cocked hats, though.

The 7th PA has the added charm of a known color with a red field.
I wouldn't worry about the white tape one way or the other. Washington at one point issued orders against, and I think more than once. And one well-established point in military history and science is that no one issues orders against doing something--certainly not repeated orders--unless someone subordinate's actually doing it.

(See Lutzow on wearing death's heads, Frederick the Great on stirrups and lots of units in Vietnam with non-reg berets. A sample from a long list.)
