Is there a solo play rule set that covers WW I naval?

I would suggest using a normal set of rules for solo play, as this gives you more ruleset options. You would then move for both sides.

To vary the effectiveness of your imaginary opponent, you can add home-made mechanisms involving die rolls. Consider that, at any particular point in a 2-player game, you will be aware of certain mistakes which you hope your opponent makes. In a 2-player game, your opponent determines whether these mistakes will be made, but in a solo game, a die roll can determine this. You can extend this concept to any level of detail desired. You can also rate prior to a game opposing commanders as to the likelihood that they will act in certain ways, and then have this influence their in-game die rolls.
