I am new to Modern Spearhead and have a question about spotting ranges vs weapons ranges. Is the only way an M1 platoon can shoot its max range of 30" is if it's 4 levels higher than athe target? Thanks in advance.

Yes, that is correct. Though we do play that in open desert the base spotting range is +6 inches… So, 24" on level ground.

For Nato vs Warsaw Pact, we use the 18 inch spotting range.

This works very well and produces results much more in touch with reality than many other rules.

Affirmative. The max weapon range is more in tune with theoretical weapon performance, rather than battlefield.

Indeed. Not many lines of sight above 1800m in West Germany at ground level (or 400m in many places:)
