These look very nice, but I fear from this manufacturer that they're going to be very "heroic" 28mm.

I've only got the Crooked Dice 'not Droogs', so I can't speak for the rest of the range, but they didn't seem like Heroic 28mm to my eyes.

I'm not sure why they're labeled "villains",other than for categorization purposes. They could just as easily be "heroes". You could do a little reconstructive surgery on Scarface,for instance.
Unless they're based on actual people? The "Man with the Plans" does look a lot like George Lucas.

Guess it depends on what you think of him…

They're villains, because they're inspired by 007'foes. The lady with the smg is portrayed after Xenia Onatopp (Faamke Janssen), the man with a map is Hugo Drax (Michael Lonsdale), the 3rd one could de Sean Bean as the mad and traitor agent 00. I can't identify the last girl, maybe Fiona Volpe (Luciana Paluzzi).

They look nice but they are too modern for my definition of Pulp, i.e. 1920s and 1930s.

Correction: the last female is probably the major Anya Amasova (Barbara Bach) from the Spy who Loved Me, not really a villain, but still a Soviet: same dress and arm jewels…

Whoever she is the sculptor really knows how to do women, and especially the hard part…legs.
