Gloss medium, perhaps? Looking good. What is your base material? I'm guessing a felt type material but don't really know.

@Early – Mod-Podge gloss medium. I put some down, then sprinkle sand in it (just a bag like you buy at home improvement stores for mixing concrete) then put a thicker layer of Mod-Podge over it, adding flock to the edges. The sand has little stones and pebbles in it already, so it adds to the effect. Do all of this on parchment paper (wax paper works, but parchment is better) and the whole thing will peel off.

tshryock, thanks for the reply. Try getting yourself a piece of glass as your base and try it out – probably work better than the parchment paper. That is what I use for my latex roads. I will be trying it for rivers, too. The cool thing about making our own is we can make whatever size we like. I'm shooting for a four foot long section of river. Might be a while before I get to that with all the other projects ahead of it.
