Just got the rules yesterday, and admit for my first foray into this period they look great. Having a bunch of 15mm terrain already I was planning on sticking with this scale (AB figs etc.) However, can anyone recommend a manufacturer for the numerous 'special' characters/troops available in the lists (priests, physics etc) – for the Napoleonic era specifically?

What kind of figure would represent "physics"? Not sure what you mean here by that term. For Priests, look at Minifigs Medieval ranges. (Their classic garb didn't change for hundres of years!) IIRC, they have a Hugonot alter wagon and civilians pack has one in it.(in 15mm). Their range of 15mm Napoleonics is legendary.

If that is physicians that you are referring to then you can use the junior officer figures.

There are ranges all over the place that will suit. Your query is very, very broad. Civlians don't change that much from 1600-1900. At least, not the majority of them. Serfsm farmers, drovers, laborers. Magister Militum have a nice range as do Black Hat, Blue Moon etc. etc.

Take a look at the civilian packs that are offered by Blue Moon 15mm/18mm in their Three Musketeer, Pirates, and FIW lines of figures. You should be able to find quite a few usable figures within those different packs.
