Perhaps those Christmas sets, if you can find one on-line.

Plastic, and usually battery powered.

I'd try eBay, since it's a bit late in the season for them now.

Here's a good place to start. Only $13 USD including shipping. Ask this guy how many inches tall the loco is before bidding.

The perfectly in scale, CHEAP western train set I bought ten years ago was manufactured by an asian firm calling itself 'Goldlok'.

Goldlok is what you need. I have their "European" train set and it fits very well with 28mm figures. The tracks are very close to standard gauge O-scale. At the bottom of this post is a couple of pictures with two of the cars and a 28mm figure.

This has a Chinese source but also has pictures of a lot of their trains that might help you find a local retailer. They are all essentially the same castings and are right in line with 28mm I have a couple of them.. Take a look.

The trouble with toy trains is that they are not produced by big names unless they are a franchise, in which case they are redesigned to look nothing like a train and barely count as running on railway line.
Therefore anything you find will be unique, cannot be purchased simply by looking up a brand name and product number, or come with immense postage.
Leidangs link shows a couple that might work for rollingstock (look for the bogie coaches and wagons.) The loco still looks absurdly un-Western.
If I had to have a locomotive on the table I would just use this:

Track can come from somewhere else. The train is the right size.

Depending on how authentic you want the train to be…

I would just go down to the local mall with a figure for scale and get a train set from the toys section, preferably one that comes with lots of tracks.

Chances are you won't use it very often, so it might not be worth investing too much money or time repainting it.
