Were conches used at unit level or were they more of an army-level signalling device?

They are called jinkai or horagai and were commonly used, although not by smaller units as it would cause confusion with nearby units. Army level would be too high as they were used to signal movement and attacks.

No definitive rules, but they were probably used like regimental buglers, used to signal attacks by an entire wing.

In a German book there is a description of a 1100 men unit, perhaps a small clan or an advance guard. They show 2 conches near the commander. Normally I would say there are 1-2 with any daimyo or other higher commander. You have to regard that in the large battles of the late 16th century armies have a number of clans at each side. Therefore you have a number of conches too.

As an interesting note, Japanese Yamabushi (warrior monks) were experts in blowing the jinkai and were specifically hired by Daimyo to act as their "signalmen".
