Who makes early 16th cen Border Reivers? I was thinking Flodden era, roughly. Also, what was the typical kit of these men? The Osprey book on Renaissance Scottish armies lists just about anything under the sun: pistols, lances, crossbows, arquebuses, swords, with maybe a helmet and brigandine for protection. Also, who employed these men as mercenaries? I want to say that the english did sometimes, but did anyone else?

Some served as mercenaries on the Irish side in the late Tudor wars.

Otherwise in English or Scots armies but not as mercenaries.

What scale do you want?

I would start with TAG for 28mm, or someone like QRF for 15mm.

(There are undoubtedly other manufacturers.)

Vendel did some very nice ones. Others do too but 28mm is not my scale someone else should be able to help.

Hoka Hey (also now with Timeline Miniatures) has the Graven Image Reivers, which feature versions mounted & on foot.
