Yes, 2mm is close enough to 1/1200 for me to use Irregular troop blocks with my 1/1200 scale sailing ships. So, depending on the era these represent, I would use them for city terrain with ships.

How do you paint the windows?

Primer dark, drybrush wall surfaces (and roof) to correct color, pick out details. The recessed windows will remain dark, unless you're as clumsy as I am, in which case you can fix them later with an overall dark wash or a selectively applied drop of dark wash in each window.

I also used washes and drybrushing to make my 1/600 scale roofs look dirty and/or patched. That should probably work on the 1/1000 buildings (at least the larger ones).
