I noticed that the Great Escape Games gang figure sets come with special rule cards. Do you need these to play the game orcan you get you get by without them? I have enough figures aleady so would rather not have to invest in any more even if they look really nice.

Actually I would say you don't. I believe Terrement mis-read your question. If you look at Dead Man's Hand, which The Chicago Way is following almost exactly, both in rules and products, each of those gangs came with that gangs specific rules on a card packaged in with the figures. Take the Lawmen for example, they came with a separate card that just listed their specific special rules; +1 to nerve tests and remove a single under fire marker at the end of each turn. Basically a "reminder" card you could place in front of you (which is really a great idea as we always forget gang specific rules!)

So long as you have the rule book and the deck of cards for The Chicago Way you'll be fine; as just like in DMH, I'll bet each gang – Bootleggers, Gangsters, Prohibition Agents, Chicago Police – will have their 'special rules' listed in the rule book.

Are the figures being made for this game really great stuff as they are going to cost about five dollars apiece?

Well, it's hard to say until they are actually released. But for me personally, just basing "quantity and quality" on what was released for DMH, I'd say no. I think that you can get more bang for your buck with other lines, and again you absolutely don't need to have the Great Escape Games specific gangs to play the game, which is nice for those people looking for other options.

That being said, I still ordered the Gangster and Prohibition Officers sets as I felt there were some unique sculpts that mirrored characters from "The Untouchables" movie that I hadn't seen anywhere else :) . Could be much worse, I can't believe the prices for figures from Knight Models Batman Miniatures Game – I know licensing is a large part of it, but holy smokes, $20.00 USD for one figure, that's GW type stuff!

Ivor is right, the rule card is extracted from the rule book.
