I would like to develop a scenario similar to Orchard but with a more even playing field. I am thinking 4 F-15I Ra'am as strike craft and 4 F-16I Sufa as MiGCAP. The on the Syrian side 4 MiG Fulcrums and plenty of AAA and Sams. First question is ; does this look like a good match? What types of SAMs should I include and AAA? Whats a good set of rules where 1 player can have at maximum 2 planes and has altitude, even simple Altitude like 4 heights.

For rules you can't do much better than Check Your 6 Jets. For the scenario it depends on what kind of game you want to play. The problem with most modern air to air combat scenarios is that they end up being down to electronic counter measures rather than manoeuvre or pilot skill, so you just end up rolling to see who can defeat the missile's systems. For a more involved game I'd recommend earlier conflicts using a mix of guns and missiles, with the missiles not being overly powerful.

I'd go with AirWar:C21 – no height levels in them, but you could add some in if desired, especially for that small number desired.

For the Syrians, given historical precedents, and losses, they could use about 100+ jets vs. the number of Israelis you plan to use. 12 – 24 are probably more realistic numbers though. All should be rated "poor".

For SAMs, SA-2s, SA-3s, and SA-6s, plus perhaps a few later ones too.

Not sure on the guns, but imagine a mix of light and medium ones, and perhaps a few heavies too, e.g. 14.5mm – 23mm, 37mm – 57mm, and 85mm as well.

Since they'll all be surprised, most should have a very low chance of actually engaging the targets.

That is an interesting article, by the way.

I love how they gloss over the death of all those Syrian technicians in the train car, which just happened to blow up, killing all of them, while in North Korea. I'm rather impressed by that "coincidence" and stroke of good luck for the West, and the force personnel who worked hard, and stealthily to make that happen in a very hostile, and closed society.
