There was "Trireme" which came out in the 70s. I believe I still have a copy somewhere.

Board game with miniatures? Roman Seas fits that description. Trireme is a reasonably simplified game.

Conquest of Empire by Milton Bradley I think it was called.
Had plastic galleys but they were just part of the whole game

There are a number of board games about galley warfare. Trireme and War galley have already been mentioned. BTW on the GMT website you can download a free copy of the rules and scenarios for War Galley. None of the games that I am aware of used miniatures. Rather they used counters as is typical of most board war games. Outpost Wargames make 1/3600 scale galleys which are cheap and could be pasted to the counters in the board war games or used stand alone on a grid. Easy enough conversion.

In addition to the others, the old Microgame by Metagaming: Ram Speed is decent. Again, supply your own minis instaed of the counters.

My recommendation is for Roman Seas!

Corvus isn't a boardgame. The set from the SoA does include a set of full colour card ships and markers to use if you don't have models but they are a set of wargame rules.

Roman Seas looks and sounds great. One problem though, do to age, (Bad eyes and shaking hands) I am unable to cut out and assemble the ships. A shame there is not a service out there that assembles the ships for you at a fair price.

Tiny Tin Troops makes 2D top-down counters of galleys. They are 1/600 rather than the 1/300 of the Roman Seas ships, but I think you could use the rules as is, since the ships are 2D and troop counters could sit on them easily.

Another option might be 2.5D folded ships. I made some up for massed galley warfare and they are very easy to make:

They are smaller than the Roman Seas ships and placing troop counterss would be a nuisance, though.

You can play Roman Seas with any miniatures in any scale, just use a hex mat to fit the size of your ships.

I like Roman Seas at 1/600 — put artillery on the ships, but troop counters on the control card.
