Does anybody manufacture 15mm ancient Chinese (e.g. Warring States or Qin) figures that wear helmets?

Look at the Essex lists there are several helmeted figures there

Thanks, yes, they are mostly Shang, I think. What about helmeted Qin or Warring States figures, especially with the helmets that were constructed from overlapping scales or lamellae?

The Northern and Southern Dynasties range by Essex have scale-helmeted infantry – outside the Warring States era but probably passable if you were willing to ignore the trousers.
