In the 1980s we developed the Objective Control system for rules where each casting was 20 or more men. It worked well for a number of our pre-1910 sets of rules. We covered garrison, sector combat, transit time through areas, firing into sectors and combat in them. What scale are you working on? |

We have a general pacification/control rule that works like: At the end of the [side to be pacified/controlled] turn, if the majority of each group have taken no action this round, they are pacified. In the future, that sides player(s) must roll a 2 or better to give that group an order. Each further round of pacification/control increases the roll, up to six or better. Group needs to be defined; we use proximity and barriers are a factor. A group is also the same as the tactical organization for the forces. This only works in conjunction with rules that forces lose victory points/status by needless attrition. This means the group pacified/controlled would lose more victory points by desperate acts than by staying pacified/controlled. Usually the VP structure allows a couple of desperate attempts for about two dozen figures before the point loss becomes unacceptable. |
