During the Fenian Raid in 1866 there are reports of them having a chaplain on the field in full Roman Catholic clerical robes armed with a pistol. Where can find a figure for that?

With a bit of converting, you might be able to use one of the "Armed Clergy" from the Perry Miniatures "Carlist" line.

The soft plastic Pegasus California Mission Padres and Indians set includes a nice selection of Catholic religious. Scale is 1/48, so just a bit taller than 28mm figures, but the Fenians liked their leaders to be tall, so you're good on that count. You'll have to graft on a suitable hand holding a revolver:

I used a medeival monk figure with czapka headswap for a RPW medic figure. For your purposes, I think medeival figures would be the place to look for a figure in full vestiments, then a hand swap with any cowboy figure.

Assuming you don't want to buy a pack of figures, Redoubt makes a Catholic priest in a cassock in their Spanish Naps line. The figure is holding a bible and a club. The Perry Carlist priests are very nice looking. If none of those work, look at medieval monks.

Gringo 40 has two in Garibaldi war1860, 28 mm picciotti.

indeed Costanzo1 .priests depicted firing horse pistol are
depicted as Catholic priests for the 1860 period but would
fit any denomination……
