I was wondering if there was an Axis & Allies War at Sea for the First World War with those pre-painted miniatures like they have for WW 2?

No, but if you go the to foruMINI there was a fan project that made the cards and rules for WWI. You would have to come up with minis on your own.

Interesting and very dangerous for my wallet. I bought many of the WWII shapeways models when WotC stopped producing. Did not realize people were doing WWI.
