No surprise. Putin won't try to achieve parity in conventional capability with the west since the Russian economy can't sustain such an effort. Nukes provide a cheap equalizer, which is a main reason why they're so sought after.

During the Cold War throughout the '80s it is standard NATO doctrine that nukes may be used in the event that the NATO trip-wire units are overrun by overwhelming WarPac forces. The possibility of a conventional war going nuclear was what made sure the Cold War stayed cold.

But what do I know? It may simply be a not-so-subtle hint aimed at Turkey.

Been Russian defense policy since they first got nukes in 1949.

Whereas the US defense policy has been any use of nukes = strategic launch.

The Russians were NOT happy to discover that in the Cold War Gone Hot, a single tactical nuke in Germany would have resulted in the entire US nuclear arsenal landing on Moscow.

I agree Lion … The concept of MAD, was understood by all involved.

As a sidebar, my concern is militant islamists with nucs may not be so circumspect. If I understand their dogma correctly … killing infidels = a trip to paradise. So to them it is a win-win. Which is just another reason some in the West and Israel are wary of events like the Iran Nuc deal. As we saw paying off the North Koreans a few decades ago to not make nucs, didn't work out so well.

And rumor is with the North Koreans working on firing a long range missile test. Iranian scientists were there working along side and observing. The two nations have a long history of working together to thwart "the Great Satan" and its' minions/ the warmongering running dog imperialists.
