I agree. Just seems obvious that they would use their speed to envelop the enemy and cause disruption to their communications, disorganisation to their formations and despair in their minds. :P
It would have to be difficult to maintain eyes forward with your comrades being shot in the back next to you.
Afterward their greater speed would aid in pursuit.

I think Stillmann's view still holds really. I think they could deliver a lot of arrows into the enemy where armour was scarce.

In War & Conquest (disclaimer- written and published by us), chariots make 'glancing attacks' you can read a chariot battle report here which explains a bit more about the rules along with some pictures showing glancing attacks

Army lists are free online, so you only need a copy of the rules (some page spreads can also be viewed in the article)
