I've used Shogun Miniatures for several orders and received excellent service. I believe he takes custom orders as well.

I also have seen trays where there are individual bases that fit exactly into the tray – sort of a skirmish tray.

Litko has many of the type of bases that you describe.

I can't seem to find exactly what you are looking for but they used to have magnetic unit bases that would fit (for example) 12 of 20mm x 20mm figure bases.

If you do a bit of searching or contact them you will find it. link

P.S. I use the Litko 20mm x 20mm metal figure bases and 15mm x 20mm metal figure bases but make my own unit, open order and skirmish stands from flexible magnetic sheets.

I have done similar- works great.

I have also bought Warbases movement trays, drilled and glued magnets in the bottom and used Litkos fexible steel base bottoms on the miniatures bases. Although you could use Litko's pre-cut magnetic bottoms and stick them in the movement trays which would be slightly more expensive and faster, I think the sunken magnets actually have stronger stick. That is just my impression though- it may be wrong.
