Starting a Ronin campaign and would like more 25/28mm villagers than I have at present.
Beside the Perry villagers, does anyone know of any other manufacturers?

If you are just after an Asian look to your civilians, try Casting Room Miniatures/Foundry. Under their Ancients line they have a pack of Chinese in camp (HAN028) and a pack of Chinese with wheelbarrows (HAN034). Until the first of the new year Casting Room is offering free shipping.

You could always use 6mm and make a few small conversions.
I made two stands of Japanese ladies and boys with naginatas from Baccus Germanic civilians and Irregular EcW clubmen.

Then it occurred to me that you are gaming in 25/28mm =(

I bought the Old Glory set to add civilians, it worked out pretty well, even though you end up with quite a lot of duplicates.

Museum Miniatures has a bunch of retainers carrying boxes that are also nice.

Just paint the duplicates differently, problem solved.

I have the Perry civilians, they're very nice.

My aim was not to duplicate figures and this will help immensely. I must have missed the 2nd Perry set. So pleased I asked.
