Okay, I admit I don't want these for historical battles with British Colonial soldiers. I want these for the hidden movement rules that most "colonial" rules gloss over. The intent is that when Tarzan isn't administering his colonial estates on Venus there will be conflict on a larger scale between Venusians and the colonizing powers on the Green Hell of Venus.

So, has anyone who has experience with these rules have any ideas on how I might make particularly insightful use of these rules (I have my own ideas for when Spanish forces on Venus clash with rebellious/anti-imperialist Birdmen or raiding Lizardmen,) that I should consider?

The rules are very light on a lot of important details – such as how many leaders a force whould have, and how many hits a leader can take.
There are some nice ideas in there, but this very much looks like a set which was never sent for blind playtesting.

So, modifications are necessary. Excellent!
