I'd use Peter Pig EW German Jaegers (paint puttees instead of jackboots) for infantry and machine gunners (Range 16 Nos. 198 to 201). For cavalry and gunners take a file to the helmets of German early war cavalry and gun crew or replace the heads with German Jaeger heads (No. 99 from Range 6).

I hesitate to ask what you want to do a 15mm WW1 Swiss army for…
