Hello there. Is it possible to get cardboard 2D scenery in the UK which could be used for the Blucher Napoleonic game system?

Are you looking for cards that depict terrain or are you looking for 2D terrain that "stands up"?

If you just want flat cards, I would just make your own using pictures from Google earth.

Or you could look on Wargame Vault or Junior General…

I would suggest E-Z Tiles: River and Streams, for easy, decent looking, rivers, if needed. It comes as a downloadable PDF file. Print them off on your home printer, or take them in to a business which prints files as a service.

I mounted mine to inexpensive, peel-n-stick, vinyl floor tiles, for durability. The tiles can be cut with a utility scissors, quite easily. Cheers!
