I recall watching a series by the gentleman at the beginning of this vid way back as a kid but can't recall his name or or that of the series. If anyone could help identify either it would be great. If nothing else enjoy the gratuitous Cold War action.

Gwynne Dyer and the series was entitled "War". It was made back in 1982-83 IIRC by the CBC and run as a documentary eight part mini-series over the course of a week. Here is the first episode:
