Funnily enough last night I completed the O scale lock-up garages which are a nice build. They suit OK for 28mm figures.l

I must point out that the downloads must be printed at 87% to make them HO, or they will be OO (1/76).

If you buy their printed kits, this will not be an option.

Scalescenes site has conversion tables.

Personally, I just do black and white print-outs at various %s until I get one that looks right with the figures: it can be a bit like Goldilocks at times, to get it just right!
